In all of Clark County’s about 40 combined cities and unincorporated communities, only one area is pc gaming totally free — Stone City.
Since it was founded as a reservation for Excellent Depression-era workers building the Hoover Dam in 1931, Boulder City has based its character and credibility on simpleness, said historian Dennis McBride, presently the director of the Nevada State Museum.
McBride, born and raised in Stone City, stated the city was founded on a federal reservation with laws versus betting, prostitution and alcohol on land the United States government felt they could “keep control of.”
“It essentially became it’s own little country, operated by the federal government, with its own laws and regulations,” McBride discussed. “They thought about Las Vegas first, however it was a shanty, red light district at the time.”
In the 1940s, the Stone City Lions Club was among the city’s first companies to test the video gaming guideline, McBride said. By putting a slot machine in their meeting hall, the club wished to make use of gambling to raise funds for neighborhood service jobs.
However the idea quickly failed, McBride stated, when the feds split down.
It had not been until 1969, 10 years after the federal government gave up ownership of the city that even liquor was permitted.
“Maintaining those three prescriptions was a genuine point of contention amongst people who wanted to integrate Stone City and open it right up,” McBride said. “A lot of homeowners didn’t want it to alter, they desired their city to stay clean and green.”
As decades of designers travelled through Stone City, its homeowners stayed company versus legislated betting.
The closest call remained in the 1980s, less than a decade after designer and then-city resident Mario Caruso purchased the Travelers Mohave Motel, destroyed it, and restored the three-story Boulder Inn.
Caruso had the top floor of his hotel wired and ready for gaming devices, according to McBride and previous Stone City mayor Bob Ferraro. He sent leaflets out to the entire community, letting them know of his intentions to lastly bring gaming to the city.
When Caruso’s idea existed prior to the city council, the population’s response was unanimous, and it wasn’t in the designer’s favor.
The previous mayor called it among the most gone to city board meetings the city has ever seen. “Numerous” people spoke during the council’s open public comment, Ferraro said, all in opposition.
“People were unanimously worried and it worked to join them,” Ferraro said. “It was so crowded that we had people waiting on the front steps of the Municipal government structure.”
The verdict set a precedent for Boulder City and strengthened its stance as gambling complimentary, the previous mayor said. Since then, no serious proposals for legalized betting have actually come before the city board.
Looking forward, neither Ferraro nor McBride saw reason for that to change.
“I cannot believe that gaming would ever, ever, ever be made legal in Boulder City,” McBride said.
“No chance,” Ferraro stated. “No opportunity. A minimum of not anytime quickly.”
But though Stone City citizens may believe they’re the only town in the whole state of Nevada without betting, the claim isn’t really real, McBride stated.
Panaca, an unincorporated community of about 1,000 residents in Lincoln County, likewise bans gaming, the historian stated.
